[sane-devel] Sane Release 1.1.0 ?

i am inclined to agree with stef for 3 reasons:
1. it involves the least amount of code change.
2. it keeps the soversion and major number in sync, which is more
obvious to frontend authors.
3. i am not worried about bringing out sane3 quickly. if history be
our guide, that is years away.
