You are reading it on our website, so its related :) I suppose the
backend is trying to get around the limitation in the sane protocol by
giving a second image with the IR data in it. However, the code
contains the following:

#ifndef SANE_FRAME_RGBI
 o.cap |= SANE_CAP_INACTIVE;
#endif

IOW: IR is disabled unless you build sane-backends with it specifically enabled.
