Any chance these HTTP 200 response codes are accompanied by a nice HTML
error page?  As in, yes, we just _successfully_ sent you an error page.

I've seen similar behaviour with an "enterprise-grade" proxy when my
login expired.  As long as you are using a browser, you don't notice
something's amiss but as soon as you use your package manager it gets
very, very confused.
If only it would have returned that page with a HTTP 407 response code
... even a 401 would have been an improvement ...

# BTW, that proxy didn't support http://user:password@example.com style
# passwords either.  It insisted on an HTML page with a login dialog.
