Your printer supports IPP over USB. It causes IPP over USB daemon to run 
and keep printer's USB ports open, which conflicts with hplip.

 From now, you have two options:

1) Remove IPP over USB daemon, which will unblock hplip:

     dnf erase ipp-usb

2) Remove hplip and scan driverlessly:

     dnf erase hplip
     dnf install sane-airscan
