I think your filter should be something like "^function$", and then
you'd use a `numerical-trigger` block to specify which transitions you
want to trigger on. 

`filter` controls, in effect, the name of the variable; not what values
to trigger on.

If this doesn't get you anywhere, perhaps you can include both the full
output of `scanimage -A` and the full output of scanbd logs, making sure
you adjust the switch while it's running?
