[Soc-coordination] guidelines for multiple organization applications

Several student who sent an application for Debian also sent an
application for other organizations. This is fine, but Google will pay
only once and an agreement between the organizations should be find.
As a guideline for dealing with these cases please contact the student
and ask her about the preferred organization she wants to code for.
Then, ask her to add a comment in the application for the other
organizations stating that she is no longer interested in that
application. If that organization happens to be Debian then mark the
application as ineligible.
This should happen for us for example with the application of Celeste
Lyn Paul, which prefers to code for Wordpress. I'm waiting for the
comment to show up to make the application ineligible.
