 The key is in the d-p list archive on master.  Don't know what month
though (and it was changed at least once), but grepmail should  be able
to dig it up for you easily.

 As discussed on the channel already, I don't see much sense in hiding
the discussion from the students.  For a start Debian is known for its
public decision making, and also students should know what made them end
up where they end up--it most propably at least help them for their next
year application, if they'd like to rerun.
