We decided by IRC Sukhbir Singh would be go because meritocracy (he's admin
and mentor this year) and we used a penguin-powered draw system to decide who 
would be the second delegate attending. The winner was Luke.
The other interested mentors can try their luck putting their names
in the waiting list.
