[Soc-coordination] [GSoC] Using a messaging system to interface the different parts of Debian infrastructure

This would be an awesome feature! I cannot mentor it (I lack the
deeper knowledge in dak, wanna-build buildd and all the parts which
will be affected as well as the time) but I would help with this the
best I can (in providing docs and help, as well as code testing if
required).
