[Soc-coordination] Leiningen & Clojure Packaging Week 8

Hello all,

This week I've been mostly packaging dependencies and improving
clojurehelper. I also went through all my packages and started using
maven-repo-helper on them. Also fixed the naming issue I had last week,
sent an email to debian-java regarding some file naming issue as well.

*Done this week:*
* Packaged sjacket
* Packaged parsley
* Packaged clojure-complete
* Packaged clj-stacktrace
* Fixed hypirion-io and tools.cli
* Cleaned and incorporated maven-repo-helper on:
   ->quoin
   ->scout
   ->stencil
