[Soc-coordination] Status Report Week 12, Extending oath-toolkit and dynalogin to provide OCRA support

Hello everybody,

last week was spent polishing the oath-toolkit changes and discussing
the final version of the API with oath-toolkit's maintainer / one of
my co-mentors, Simon Josefsson.

As soon as this is finished, I will change the dynalogin code to
reflect the newest changes. Hopefully this will be the last change to
the API before release.

Plans for the next week include the above, updating existing and
adding new test cases for liboath as well as writing missing
documentation for dynalogin.
