[Tts-project] Request speech-tools & festival upload

Dear all,

We have several bugs fixed in speech-tools git and in festival git. I
would appreciate if they were uploaded to testing rather sooner than
later, as I would like to have time to another round of bug fixes if
needed before the jessie freeze at the end of the year.

Regarding speech-tools, we have 5 Debian bug fixes, 1 launchpad bug
fix, some serious performance improvements, new *-dbg packages and new
doc packages.

Regarding Festival, there are two bug fixes, -dbg and -doc packages,
and serious performance improvements which reduce a lot disk usage
(which is great for SSD disks).

Any comments are welcome, as always :-)
