[Tts-project] Request speech-tools & festival upload

Dear Sergio, Jean-Philippe and TTS group members,
I tested festival / speech-tools while we were in a transition block.
I agree with Sergio it would be good to do a release.
@Jean-Philippe: Would you be able to do the checking you usually do before
a release?
