Rather than shipping a disabled-by-default init script, please consider
splitting the system-wide speech-dispatcher configuration into a
separate package, or moving the init script to an example file in
/usr/share/doc/speech-dispatcher, or dropping it entirely.
README.Debian already recommends against running speech-dispatcher
system-wide.  Doing so on a per-user basis makes much more sense, and
even small embedded systems that might want to run it system-wide (much
like pulseaudio) could easily enough run it as part of a single-user
"session" instead.
