[Tts-project] Speech feedback related packages

Hello Samuel,

Finally, I've uploaded all my packages to salsa.debian.org and
re-uploaded them onto mentors.debian.net.

By the way, I've received a review from Tobias Frost concerning
Multispeech package. There were a bunch of useful issues, so I tried to
address them not only for Multispeech itself, but for the other packages
as well. Incidentally, he noted that the packages must not change their
version until sponsored. Thus, I've returned the first version in all
uploads.

Meanwhile, some aspects are not absolutely clear for me, so I need an
advice.

1) There are issues that actually should be addressed on the upstream
level. Of course, I can fix everything by the Debian patches, but is it
a point if I am an upstream developer myself? On the other hand, a
package should not change its version until sponsored.

2) Core Multispeech functionality is implemented in the form of shared
library (libmultispeech5 binary package). It is used by the both
frontend packages multispeech and sd-multispeech. And this
libmultispeech5 package includes configuration file that is also
shared. It turned out that a library package should be accompanied by a
development package and should include nothing except the shared library
itself. What should I do in this case? apropos, probably the same
structure I see in the rhvoice package, where librhvoice-core7 just bear
core implementation if I understand right.

3) Killing Speech Dispatcher looks weird. But it is not killing actually
and the role of SIGHUP signal is documented. Of course, I can drop it,
but in this case we'll be forced to do it or reload Speech Dispatcher by
hand. Would it be better?
