You can't decide single handedly to change the licence of the code! The
project is GPL 2 and needs discussion if we are migrate the entire program
to GPL 3. I don't know if we can mix GPL 2 and GPL 3 and it would certainly
seem to work against the interoperability ethos which underpins free
software.

I'd always licence my code under the licence of the project. With artwork I
provide choices for maximum reuse, but never changing the licence of a piece
of work - ie if it starts out PD regardless of how much time I spend it
stays PD, even if I could relicence under a less free "free content" licence
I don't.
