You misunderstood. In _bin/dblatex/config.xsl_ the language codes are all-
lowercase and using underscores. Only for Brazil it said:

  <l:l10n language="pt-BR">
                    ^^^^^

So this fixes it:

However, the FancyVerb errors prevent the successful building of the PDF file
at the moment.
