I saw in the live-build log that the conflict between manpages-zh and
procps had been triggered by /usr/share/man/zh_CN/man1/kill.1.gz , and
presumably would for a few more files.

Good to see that soon to be resolved.

Before filing a bug report, I sought resolution right here:
https://www.debian.org/doc/debian-policy/ch-docs.html . Is there any
policy to determine which package may or may not provide a specific manpage?

Also I'd like to remind of the fact that weekly-builds (installer) have
failed too. Is that because of the same conflict? Maybe the build-script
could be more verbose please.
