[Debian-handbook-translators] Add a Traditional Chiense at Weblate debian-handbook

Hi Yang,

You raise my attention about the translation of Debian Handbook, thank you.
I deliberately put zh_TW strings into Simplied Chinese revision_history.po to let 
Simplified Chinese user aware this difference.

I will revert it into zh_CN soon.
