Well, this has nothing at all (really) with tracker.d.o, nor with the QA
team alas.

no idea why, given that the page header mentions the r-pkg-team@ alioth
address.

I suggest you ask owner at bugs.debian.org and/or file a bug against the
bugs.debian.org pseudo-package, as that's where the bugs.d.o maintainer
answer.
