I return the compliment.  Thanks for spotting this, I seem to
have a blind spot with binary files when doing my copyright
reviews.

Sure, I liaised with upstream to inquire of the status of the
file [1].  In the meantime, I excluded it and adjusted the
package's test suite in order to accomodate the missing file.
I have freshly uploaded an updated libdicom 1.3.0+dfsg-1~0exp1.
It should make it to the NEW queue in a moment.
