[Debian-pan-maintainers] Bug#1030640: xraylib FTBFS sometimes.

Package: xraylib

While working on the python 3.11 transition in raspbian bookworm I ran
into a build failure of xraylib. I went and checked Debian reproducible
builds and found failures there too on armhf and i386 but not on arm64
or amd64. I also looked at the official build logs for Debian armhf
and noticed that it failed on the first attempt, but succeeded on the
second.

In all cases the line indicating the failure on armhf seems to be

FAILED: python/xraylib_np.cpython-311-arm-linux-gnueabihf.so.p/meson-generated_.._xraylib_np.c.o

While on i386 it seems to be

FAILED: python/xraylib_np.cpython-311-i386-linux-gnu.so.p/meson-generated_.._xraylib_np.c.o

It doesn't seem to fail every time, for example in the reproducible builds bookworm test
on i386, "rbuild" succeeded, but "build2" failed.

I'm really not sure what is going on here, but I thought it was at least
worthy of a bug report.
