[ Reason ]
Debian PAN is a set of metapackages that was unfortunately out
of focus before the freeze.  It reflects the current state of
the archive of the dependant packages and thus should show up
in bookworm.

[ Impact ]
Users would get an old-fashioned package dependency status with
the old version of debian-pan.

[ Tests ]
Unfortunately we do not have any means to test Blends metapackages.

[ Risks ]
The code is trivial - actually there is no real code inside
these packages, just dependencies from other packages.

[ Checklist ]
  [x] all changes are documented in the d/changelog
      of the 0.4~exp package which contained new metapackages
      and thus needed to pass new
  [x] I reviewed all changes and I approve them
  [x] attach debdiff against the package in testing
      I admit the debdiff is way longer than usually acceptable
      in unblock requests.  It contains lots of changes that
      were assembled over a long time in Git.  However, these
      changes were needed to make the package sensible at all.
      I admit it contains also spelling fixes, well - its
      finally about user experience when reading the descriptions

[ Other info ]
It might happen (as for all other Blends metapackages) that some
additional version needs to be unblocked.  This is in case some
dependency will be removed in the freeze process.  However, in
this case the changes will be really minimal.
