I'm a hesitant to send this RFC to the list since it is only vaguely related to FBX. Still, it's the fastest way for me to get in contact with lots of people that I am quite sure are interested in the topic. Please let me know off list whether I have burned my good karma.

This is a request for comments on the study Islands of Resilience by Smári McCarthy and Eleanor Saitta:

It lays out a comparative model for ICT possibilities with regards to energy, connectivity and jurisdiction through a case study of Iceland.

The RFC period lasts until 24 September. The study is commissioned by MEPs of the Greens/EFA Internet Core Group, see announcement here: http://www.greens-efa.eu/press-event-8107.html

It should be possible to comment on the text by using the annotator on the site or by sending an email to the open and publicly archived mailing list hub at icg.greens-efa.eu.
