Well, that pretty much says it all, doesn't it?
Since you're writing to the development mailing list, we assume that
you know that not having a upsdrv_shutdown() function in a driver
pretty much means that you can't shut the UPS down via upsdrvctl and
that you need to use an alternative way to send it a shutdown command.

It can't be done. Upgrade to the latest version (nut-2.4.1) and you'll
find that the man page for snmp-ups mentions why this will never be
possible and what you might do about it.
Note that we don't backport changes to earlier versions, so if you
have questions for development, make sure you're running at least the
latest stable version (or better yet, the SVN trunk version). Older
version might be supported through the nut-users mailing list.
