[Nut-upsdev] bcmxcp branch

There are some useful commits on the bcmxcp branch, but it is several years old, and it won't merge cleanly.

I don't mind sorting out the merge issues, but I would like someone to test it when I'm done. (I don't have any BCM/XCP-based hardware.) Any volunteers?
