Did you turn off hardware and software flow control?
Also, what baud rate did you try? 1200 is common for UPSes.

Many serial devices will do this when you power them down. I'm not
sure that this is an attempt at communication.

not sure about this, but you might want to use a multimeter to probe
around and make sure that the pin connected to TX on the PC is
somewhere near ground, and the pin connected to RX is at least 3V
above or below ground (I always get mark and space polarity mixed up,
but it should not be at ground).
