the "well known hotplug / udev issue"(TM) ;-)
If you went from source, there is a scripts/hotplug (for hotplug) or
scripts/hotplug-ng (for udev) directory.
Basically, you need a rule telling the hotplugger what it has to do
when you plug the UPS or when the system boot... And this depends on
your distro and its choice, so more info are needed.
