[Nut-upsuser] Negative values for ups.delay.shutdown and ups.delay.start

The issue with not shutting off the load happened because I didn't specify
a value for DEVICE in /etc/sysconfig/ups and FC5's halt script was running
newhidups with the -k option but with no device name after it so the
command was failing on a option syntax error.
