Well, in order to maximize the re-use of object files, we should
probably use the same CFLAGS for all drivers. But nevertheless, you have
a good point that if we have specifically asked *not* to use SNMP, we
shouldn't use the SNMP specific CFLAGS either. Basically, the same goes
for all the targets. If we don't build for it, it's CFLAGS should not be
used included.

I think this is fixed in r1296 now.
