i started it using /etc/init.d/nut start

many thanks. that was the problem. i tried restarting it and
in saw in /var/log/syslog:

  bcmxcp_usb[28359]: Signal 15: exiting
  bcmxcp_usb[28359]: CLOSING
  upsmon[28363]: Signal 15: exiting
  upsmon[28362]: upsmon parent: read
  bcmxcp_usb[1222]: Startup successful
  upsd[1223]: listening on 0.0.0.0 port 3493
  upsd[1223]: Can't open /etc/nut/ups.conf: Can't open /etc/nut/ups.conf: Permission denied
  upsmon[1225]: Startup successful
  upsmon[1227]: UPS [ups at localhost]: connect failed: Connection failure: Connection refused

so the cause was that the files in /etc/nut weren't
group readable to nut.
