[Nut-upsuser] upsmon cannot start on windows

Hi,

I installed the windows binary package 2.6.5-6 on windows 7. Installation
went fine but upsmon did not start though I did create a valid conf file.
Stopping the service gives an error saying "could not stop upsmon" but no
error while starting the service.

Manually running upsmon from the sbin folder shows it cant find
liblea32.dll, ssleay32.dll and libgcc_s_dw2-1.dll. The former two are not
included in the distribution while the latter is in the bin folder. Copying
the latter from bin to sbin and ssl libs from an openssl distribution
appears to solve the issue.

Is there an update windows installer that works as expected?
