[Nut-upsuser] nut 2.8.0 ./configure on Debian 11 cannot see OpenSSL

See docs/config-prereqs.txt for dependency packages I install on CI agents
for various OSes, aiming to build as much as possible there.

To the other direct question: yes, Debian 11 is possible (and a dozen
others) as confirmed daily by CI builds ;)
