[Nut-upsuser] APC 1000 NUT stops responding

This is normal in my experience. UPS response time is in milliseconds, but  
it may delay reporting an "on battery" status in order to avoid raising a  
ruckus for temporary power blips.

I would try straceing upsmon, to see what it does, and fails to do.
