Updated SQLite LocalStatus patch (CAUTION)

If a patch like this is merged, it would probably be worth thinking
carefully about the format of the database.  Since the code handles
migration to a new format, this is a good opportunity to get the
format right.  I'm about to post a message to the flag synchronization
thread that might be relevant:  in short, it would be great if the
database allowed flags to be stored that are more than a single
character. 

Are there any other things people would like stored in the local
storage?
