[Piuparts-devel] Submission for DDPO cleanup and metrics

This covers three distinct issues, with 2 commits each.
1) A format fix and refactor of the DDPO global summary function
2) An interim filter for DDPO results (see 7c2eec8 commit msg)
3) Restore counts.txt to the web

The second commit for each issue is more optional than the first.
