ok, i commit a patch for drop ncurses dependency, so bacula-console 
binary will not link with libncurses.

For detail, see commit 488241e3d2c90af4011597c652670d3c74e95cbe

package can be sucessfully built without ncurses headers and readline 
in bconsole will work.
