This is the main problem here.

Many of the arch-independent files are created by the arch-dependent
configure and build phase and then installed during the arch-dependent
install-phase.

Because of this, the package building works when doing a full built, but
not when doing only the arch-indep stuff, where even configure is not run.

But the whole shebang including the don't-even-build-anything for
arch-indep optimization is quite deeply ingrained into the current build
setup.

What I thought would be any easy change turned out to be a major
refactoring of nearly everything. Which is something we might want to
not do.

At least the package bacula-director-common can be switched to Arch:All,
because it contains nothing and does, just like the other meta-packages,
nothing.
