I changed my mind on this one, since I was basing my sizes and the
dependency impact on broken code.

Because the cloud-driver will add additional dependencies, it should be
put into a new package. I've gone ahead and moved both existing plugins
(even if the aligned-driver is just a stub at the moment) into a new
package bacula-sd-plugins and pushed a refreshed branch stored-plugins,
to be merged again once we figure out the other problems.
