The core problem is libmariadbclient-dev is still provided by
src:maradb10.1 and is depending on libmariadbclient18=1:10.1.37-3 while
libmariadbclient18 now comes from src:mariadb10.3 and is on version
1:10.3.11-1.
So once the library gets pulled in as B-D, the header package is
uninstalled because of conflicts and the compile fails.
There is nothing we can do here, only maybe file "Serious" bug on
src:mariadb10.3 to provide the header packages.
