Hmm, could it be dh_autoreconf does nothing for us, because configure.in
is not in the base directory of the source but inside the autoconf/
directory?

Looking at the source of dh_autoreconf (line 127) we would need a file
debian/autoreconf containing all directories dh_autoreconf should search
for input files to reconfigure.
