[pkg-bacula-devel] dh11 breaks bacula stretch-backports

Hi!

FYI: the current debhelper-11.3.2 in stretch-backports causes FTBFS for
us, just like Thorsten Glaser noted in
<alpine.DEB.2.21.1806071729270.8277 at tglase.lan.tarent.de> on ML
debian-backports.

I am testing how downgrading the compatibility from 11 to 10 affects us.
