Sort of.

I now have the following code prepending the other tests:

DBPKG=$(dpkg-query --list 'bacula-director-*' | grep '^ii' | awk '{print
$2}')

echo "${DBPKG} ${DBPKG}/dbconfig-reinstall boolean true" |
debconf-set-selections

dpkg-reconfigure ${DBPKG}

[.....]

This kind of works, but not totally, because it generates a new password
which no longer matches the already written bacula-dir.conf and it again
falls all apart later.

More tests are needed.
