I think I finagled the install-dbconfig script into doing the correct 
things.

By pure luck it picks the correct change from 1018 to 1019, so that 
works out for us.

What now needs to happen is to take a database from 9.6.7, manually 
apply the upgrade-script and then compare the resulting schema to the 
one the create-script creates to see if there are any discrepancies.

Any volunteers?
