That is not really a problem because the BOINC client repeatedly tries to bind 
to port 31416 until it succeeds. If I restart the client my logs contain 
something like this:

It tries four times to connect to port 31416; the first three times it fails 
and the fourth times it succeeds.

When does it hang? When upgrading/installing boinc-client or boinc-app-seti?
