I'll follow up with some specifics later - I don't have time just this

I felt like it wasn't worth even discussing a release exception without
a working solution, so we seem to be in a chicken and the egg situation
before we even start :(
During the etch freeze, the same thing happened (as I'm sure you
remember) - the ClamAV team released a new version that included API
and ABI changes, as well as a major version bump. I and the affected
maintainers managed to get all the applications ready to go into t-p-u
at the same time, and we got a release exception then. I'm hoping to do
the same this time, but it will mean some work.
