[Pkg-exim4-users] Problems with install

Marc Haber encouraged me to read the docs.
Marc, I have been reading them but they are not helping. I do not know if
you are following this whole thread, but let me summarize. Maybe then you
can direct me to the most appropriate docs.
I installed sarge debian and found that I could not send mail to remote
hosts. I looked in the Debian Readme and saw this:

Configuration of Exim 4 in the Debian packages
Generally, the Debian Exim 4 packages are configured through debconf.
You have been asked some questions on package installation, and your
initial exim configuration has been created from your answers.

I was not asked these questions during installation. I tried to apt-get
install exim4 and got this message:

E: This installation run will require temporarily removing the essential
package e2fsprogs due to a Conflicts/Pre-Depends loop. This is often bad,
but if you really want to do it, activate the APT::Force-LoopBreak option.
E: Internal Error, Could not early remove e2fsprogs

I checked to see if exim4 was running with ps and it was not.
I do not have a file called exim4.conf, although I have other files that
can be used to create exim4.conf
I have a few simple questions:
I do not think that exim4 was successfully installed and configured from
the beginning and is not running on my system. How do I verify this?
How can I install it?
Can I uninstall the existing exim4 files and try a fresh install? How?
