Sorry for not giving an answer you are aiming for I guess:
The best Python (and neuroimaging in general) environment for Windows
IMHO is (Neuro)Debian GNU/Linux VM ;) Just install virtualbox
and get our NeuroDebian virtual appliance from http://neuro.debian.net ,
at the end of its initial run welcome wizard would give you an option to
install PyMVPA tutorial materials -- so within 10-30 minutes (depending
on your bandwidth etc) you could get PyMVPA and FSL/AFNI/kitchensink
running nicely "on" your Windows.
Windows ... I have limited experience with it now, just know about
http://www.lfd.uci.edu/~gohlke/pythonlibs/ which seems to be a nice
resource. but troubleshooting installations on windows would be
difficult for me at least
