I've been using svn and before that cve for maintaining debian packages
for something like 7 years. Checking the whole package in and
maintaining it that way ends up saving several annoyances, and for
collaborative maintenance I've had good experiences with svn for the d-i
group.

I don't understand what problem you're trying to solve; there is no need
for gpg keys besides the one each DD already has, and there is no sane
way to set up a shared gpg key anyway.
