yeah, it's already on my todo list for this exact reason. :)
I'd like to defer both changes to 0.148 anyway. I'm not sure what a
mame-extra_0.148.orig.tar.xz should contain. Just debian/ maybe?
As for the ini files, I've already done a lot of work for 0.147,
I'd like to release it before on my "unofficial" PPA.

I'll soon start working on 0.147u3. I'd like to make a new branch
for 0.147 and devote master to the bleeding edge. What do you think?
